As Wates Construction’s Westminster Framework Director, Luke is part of the team leading the delivery of complex heritage and refurbishment projects across the Parliamentary Estate.

With over a decade of experience working onsite within the Palace of Westminster and its surrounding buildings, Luke brings deep specialist knowledge of heritage restoration, stakeholder management, and the operational intricacies of working in one of the UK’s most secure and logistically challenging environments.

A heritage specialist who has lived and breathed the Parliamentary Estate for more than 10 years, Luke has played a pivotal role in the refurbishment and renewal of Norman Shaw North, a Grade I listed landmark within the Northern Estate, which includes the installation of a new glass-and-steel domed courtyard roof. He is also part of the critical safety improvement works being carried out at Victoria Tower, which began this year. His detailed technical insight and collaborative approach continue to shape the success of Westminster’s most significant conservation programme.
