Wates secures major appointments across two Pagabo frameworks
Wates Construction has been appointed as the sole delivery partner for Lot 1a of the new Pagabo Major Works Framework 2026, managed by Pagabo, placing the business among just three contractors able to access all procurement routes for major works projects across England and Wales. This could see Wates deliver anything from schools and colleges to hospitals and healthcare facilities, offices and homes through the framework.
Wates Residential has also secured a place on Pagabo’s £26 billion National Framework for Developer-Led Schemes, with positions across all 48 sub-lots it applied for. The appointment spans London, the South East, South West and Wales, covering residential, residential multi-occupancy and mixed-use schemes and creating new opportunities to work with public sector partners to deliver much-needed homes and regeneration.
The appointment reinforces Wates Construction’s position as one of the UK’s leading public sector contractors. As Pagabo’s Lot 1a Delivery Partner, Wates will have access to projects valued at more than £5 million across England and Wales through a range of procurement routes, including direct award opportunities.
The new four-year framework, valued at up to £5 billion, officially launches on 19 October 2026 and is designed to help public sector organisations procure major construction projects efficiently and compliantly. It can be accessed by customers across sectors including education, healthcare, housing, local government and emergency services.
The award continues Wates’ growing relationship with Pagabo and builds on a strong track record of successful delivery. Over recent years, Wates has strengthened its position through excellent customer outcomes, award-winning projects and consistently strong framework performance, culminating in a first place ranking in the latest procurement process.
One example of this successful partnership is Gosberton House Academy in Lincolnshire. The purpose-built specialist school provides modern teaching and support facilities for children and young people with special educational needs and disabilities (SEND), creating an inclusive learning environment designed to improve educational outcomes while delivering lasting community value.
For Wates, the significance of this appointment extends beyond framework access. The business’ Lot 1a position will enable earlier engagement with customers, stronger collaboration during project development and greater opportunities to support public sector organisations in delivering projects that create positive social, economic and environmental outcomes.
Wates Residential’s appointment spans Lots 3, 4, 5 and 6 of Pagabo’s £26 billion National Framework for Developer-Led Schemes, covering Special Purpose Vehicle schemes and Development Agreement schemes across a range of project values.
The positions cover London, the South East, South West and Wales, across residential, residential multi-occupancy and mixed-use schemes. The four-year framework, which launches on 19 October 2026, provides public sector organisations with a procurement route to bring forward development-led projects.
The appointment builds on Wates Residential’s extensive experience of delivering complex housing and regeneration projects in partnership with local authorities and housing associations, combining development expertise with the capability to take projects through to delivery.
