Our Construction business is delivering the expansion of HMP Wayland in Norfolk, in partnership with the Ministry of Justice, as part of the Accelerated Houseblocks Delivery Programme.

The scheme will create 247 additional prison places within a new four-storey houseblock, alongside a 1,200-capacity kitchen, new education spaces and wider infrastructure improvements.

Designed to support rehabilitation, the development will provide modern environments that enable learning, skills development and long-term reintegration.

Supporting rehabilitation through modern facilities

The expansion at Wayland will provide much-needed prisoner places in our region. The new accommodation will provide a safe, secure environment for us to rehabilitate prisoners and prepare them for release.

Creating spaces that support skills and second chances

The expansion at HMP Wayland goes beyond increasing capacity. It is designed to support rehabilitation through a range of facilities that help individuals develop skills and prepare for life beyond custody.

This includes tutor-led classroom sessions, industrial workshops and opportunities to gain recognised qualifications such as CSCS cards and NVQs.

Additional features such as an all-weather sports pitch and outdoor exercise areas also play a key role in supporting wellbeing and personal development.

Social value is central to how this project is being delivered.

Commitment to employing 10 prison leavers, both directly and through the supply chain
Delivery of over 3,500 training hours
Creation of 11 apprenticeships
250 hours of volunteering delivered through community and charity partnerships
Engagement with over 300 students through education initiatives

This work is focused on creating long-term opportunities and supporting people into sustainable employment.

Delivering efficiently and sustainably

The project is being delivered using a standardised, modern construction approach to drive efficiency and consistency across the programme.

The new houseblock will be fully electric and is targeting BREEAM Excellent or better, supporting the Ministry of Justice’s sustainability ambitions while reducing long-term operational costs.

Pre-manufactured components and repeatable design principles are helping to improve delivery certainty and minimise environmental impact.

A milestone moment in delivery

The groundbreaking event marked a key moment in the project, bringing together partners, stakeholders and the wider delivery team.

The event included contributions from writer and actor Ric Renton, who shared his lived experience of the prison system and highlighted the importance of education and rehabilitation in shaping positive futures.

Social enterprise partners, including Liberty Kitchen and Combat2Coffee, also played a key role in the event, reflecting the programme’s wider purpose of supporting rehabilitation and reducing reoffending.
