Phil is a highly experienced construction and programme leader with more than 24 years’ experience delivering complex projects across the public sector. As Key Account Director for the Ministry of Justice account, he provides strategic leadership, senior stakeholder management and governance oversight across some of Wates Smartspace’s most critical custodial and infrastructure programmes.
With a strong understanding of Ministry of Justice governance, framework delivery and operational requirements, Phil works closely with clients and project teams to ensure successful outcomes in complex, live environments. He specialises in stakeholder engagement, risk management, programme assurance and resolving strategic challenges, helping projects maintain momentum while meeting client objectives and operational needs.
Phil has played a key role in sharing best practice and lessons learned across the Ministry of Justice estate, helping project teams improve delivery certainty and performance. His experience spans custodial, justice and public sector environments, including residential delivery programmes, refurbishment projects and major infrastructure upgrades.
Known for his collaborative approach and ability to build trusted relationships, Phil brings together clients, partners and delivery teams to navigate complex challenges and unlock successful project outcomes. He holds a BEng (Hons) in Electronic and Electrical Engineering and is an Association for Project Management Practitioner.
