Pagabo Major Works Framework

Wates Construction is the sole Delivery partner on Lot 1a of the £5bn Major Works Framework 2026, managed by Pagabo, providing us with access to all procurement routes for major works projects across England and Wales.
This provides public sector customers with access to our national capability, regional expertise and proven delivery experience on projects valued at £5m and above, including projects worth over £60m.
Customers can appoint Wates through the framework’s available procurement routes, including direct appointment and other competitive procurement routes.
Our position on Lot 1a allows us to engage with customers early and bring practical construction knowledge into the development of a project. For selected projects and customers, this can include initial feasibility work, optioneering, cost-plan reviews and early project shaping through to construction and handover. By considering buildability, programme, cost and delivery risk from the outset, we can help customers make informed decisions and create a clearer route from initial ambition to delivery.

Delivering through Pagabo
Wates Construction combines national oversight with local knowledge and established regional supply chains. We have been working with Pagabo since 2020 and our work at Gosberton House Academy in Lincolnshire shows how this route can support the delivery of specialist public sector facilities.
Appointed by Lincolnshire County Council through the Pagabo Medium Works Framework, Wates Construction delivered a new purpose-built SEND facility. The completed project includes four teaching blocks, sensory and soft-play rooms, calm rooms, and dedicated facilities for physiotherapy and nursing care.
Early supply-chain involvement enabled the team to review the project ahead of construction and identify potential issues. Careful planning also allowed the school to remain open, with disruptive activity scheduled around pupils and school operations .
The new building provides modern, flexible spaces that support more personalised learning and care. It has also strengthened local specialist provision, helping reduce the need for children and families to travel further to access appropriate educational support.
Our focus is not simply on delivering buildings, but on working with customers to create places that help people and communities thrive.
Whether you are at the earliest stage of exploring an opportunity or have an established project ready to move forward, our team can help you understand how the Pagabo Major Works Framework could support your plans.
