Jessica is an accomplished Framework Manager with over a decade of experience in construction, working across the public sector. She is currently leading Wates Construction’s national healthcare frameworks, responsible for strategy, governance and performance across complex programmes aligned to NHS and public sector priorities.
Jessica plays a central role in shaping and delivering on our commitments through the Procure23 framework, as well as earlier iterations – Procure21+ and Procure22. With a strong understanding of public sector procurement and compliance, she ensures that project delivery aligns with client objectives while maintaining the highest standards of quality, value and efficiency.
Commended for her ability to build lasting relationships with NHS Trusts, consultants and key stakeholders, Jessica works as a trusted partner throughout the lifecycle of major infrastructure projects. She oversees bid management activities, from early engagement through to submission and delivery, working closely with multidisciplinary teams across pre-construction and site operations.
Before becoming a Framework Manager, Jessica held senior bid management roles where she led complex bids on major projects valued between £80m and £500m. Her portfolio includes high-profile programmes such as the Ministry of Justice Accelerated Houseblocks Alliance and the National Quantum Computing Centre.
Jessica is passionate about mentoring colleagues, enhancing capability across teams and driving continuous improvement in bid processes and framework delivery. Her approach combines strategic thinking with a hands-on, collaborative leadership style, enabling her to consistently deliver successful outcomes.
