The toolkit is the product of a working group formed of housing providers Affinity Sutton, North Hertfordshire Homes, Riverside, Thrive and Wandle, contractors Wates, AkzoNobel, Mulalley, and United Living, along with the Northern Housing Consortium/Consortium Procurement.

These organisations have been working together since autumn 2015, exploring the challenges associated with integrating social value into the procurement process.

Housing providers have been turning to the supply chain to explore how they can generate more social value for their residents and in their communities, but have found defining social value a difficult. Simultaneously, many contractors are committed to using their skills and expertise to deliver services and opportunities in the communities where they work, but lack a consistent measurement mechanism and are not always sure how these offers will be evaluated.

By taking both client and contractor perspectives on board, the result is a user-friendly, navigable toolkit (and bank of resources) that is designed for use not only by procurement professionals, but by Community Investment staff, bid writers and those charged with social value generation across businesses. The Social Value Acts guiding principles of clarity, proportionality, transparency and consistency are all considered within this toolkit.
