Bid Manager

Purpose:

  • To manage the individual project bid process to ensure that a properly considered and co-ordinated bid can be presented for adjudication. To manage the second stage of a bid.

Position Typically Reports To:

Submissions Manager / Regional Director

Key Accountabilities and Deliverables:

  • Management of tender bid & pre-contract activities.
  • Hand-over and presentation of tender bid to construction team.
  • Manage fully considered and co-ordinated tender.
  • Develop Supply Chain.
  • Enable correct net bid to be established.
  • Establish opportunities/scope to win tender bids.
  • Risk co-ordination.

Key Tasks:

  1. Check and acknowledge tender documents and amendments.
  2. Ensure that details are entered on RIMS.
  3. Arrange tender launch meeting.
  4. Establish and request all necessary resources are provided to the tender team.
  5. Produce a Bid Strategy and brief tender team.
  6. Ensure correct selection of subcontractors and suppliers for key packages.
  7. Organise distribution of tender documents/amendments for appropriate parties.
  8. Arrange tender submission document production and checking.
  9. Ensure appropriate member of bid team answer queries from subcontractors/suppliers.
  10. Arrange site visit.
  11. Ensure Risk analysis and Risk Register are produced.
  12. Request further information from Client/Design Team and arrange meeting if required.
  13. Internal meetings to review design alternatives/value management.
  14. Ensure pricing reflects the proposed methodology.
  15. Agree proposed Prelims.
  16. Liaise with builders conference.
  17. Attend Adjudication Meeting.
  18. Write synopsis and tender letter.
  19. Co-ordinate post tender negotiations with Client.
  20. Ensure final ‘Green Sheet’ is fully distributed prior to adjudication.
  21. Maintain/pursue business development opportunities.
  22. Ensure that final tender information is entered on RIMS.
  23. Attend hand-over meeting and brief team on tender bid.
  24. Organise and lead Design Team Meetings, if D & B (if no Design Manager involved).
  25. Undertake project debrief, eliciting feedback from sites, to improve construction.
  26. Manage second stage.
